Professor Joseph Jen

Abstract:

Could you give an insight into your roles as co-Chair of the Food Safety Committee of the International Union of Food Science and Technology (IUFoST) and Chair of the Advisory Council of the Bor S Luh Food Safety Research Center of Shanghai Jiao Tong University?

After I stepped down from my role in the US Department of Agriculture, I was looking for something in which I could continue to make a contribution to society. It just happened that Bor S Luh was an old friend of mine and he had donated funding for Shanghai Jiao Tong University to establish the Bor S Luh Food Safety Research Center – the first food safety research centre in China. They asked me to be the Advisory Council Chair in order to give direction to the Center, as my standing would help to attract some influential council members from Chinese central and city government, as well as industry and academia. I am relatively happy with how the Center is developing because it focuses on training courses for the food industry. Unlike the EU, UK and US, China does not have extension programmes in such topics, so there is a void in training.

After I became involved in the Bor S Luh Food Safety Research Center, it happened that IUFoST wanted to form a food safety committee. They were looking for a country in which to test and try to establish food safety activities. At that time, there were controversies regarding the safety of baby formula milk in China, so they thought China would be ideal for this purpose. Consequently, they asked me if I could help them in making a connection with the Chinese Government. Since the Minister of Health Dr Chen Zhu is an old friend of mine, I took IUFoST and Chinese Institute of Food Science and Technology (CIFST) officers to meet with the Ministry. The response was very positive, and since then, we have hosted an international forum of food safety every April in Beijing. As a result of these activities, and since I gave the introductions, they made me co-Chair of the Food Safety Committee.

Why does China lag behind in food safety training?

In the Chinese education system, there is no such thing as extension or public service functions. Faculty members are only graded by teaching and research, so if they do any extension work it doesn’t count towards promotion or funding, so nobody does it.
